Blue Shield of California, with 2.7 million members and $6 billion in annual revenue, is the state’s third largest health plan. Blue Shield reported 2002 net income of $143 million on revenue of $4.6 billion, up 133% from net income of $61 million on revenue of $4.4 billion in 2001. As a not-for-profit health plan, Blue Shield is guided by its mission and values, which encourage innovation and enable it to be a catalyst for constructive change.
Blue Shield’s mission and values are embodied in its proposal to guarantee health coverage for all Californians, the first time a major health plan has called for universal coverage. Blue Shield will serve an additional 500,000 Californians under a $10 billion award made in 2003 by the U.S. DoD to TriWest Healthcare Alliance to provide healthcare services to U.S. military personnel and their dependents in the Western U.S. under the TRICARE program. Blue Shield was named the sole statewide network-model HMO for CalPERS after a competitive process in 2002.
Blue Shield needed to build an infrastructure that could enroll and manage up to 460,000 new members. Blue Shield also became the nation’s first health plan to divide its hospital network into categories based on cost and quality for all its individual, family and small-to-midsize group members.
